The U.S. Trade and Development Agency connects the U.S. private sector to infrastructure projects in emerging economies. USTDA achieves its mission by funding feasibility studies, technical assistance and pilot projects that integrate U.S. private sector innovation into infrastructure projects at the critical early stages when design choices and technology options are determined. The Agency also connects overseas project sponsors with U.S. partners through its reverse trade missions, industry conferences, expert workshops and training.
Indo-Pacific Economic Framework
In May 2022, the United States launched the Indo-Pacific Economic Framework for Prosperity (IPEF) with Australia, Brunei Darussalam, Fiji, India, Indonesia, Japan, Republic of Korea, Malaysia, New Zealand, Philippines, Singapore, Thailand, and Vietnam. This framework will advance resilience, sustainability, inclusiveness, economic growth, fairness, and competitiveness for our economies.
USTDA supports IPEF, including its focus on trade, supply chains, and the clean economy, through our project preparation and partnership building activities in IPEF member countries.
The intent of this call for initial proposals is to build USTDA’s pipeline of activities in support of IPEF member priorities.
Deadline
Entities are invited to submit an initial proposal (not to exceed five pages) to USTDA, at indopacific@ustda.gov, no later than Wednesday, March 1, 2023 at 5:00pm EST.
Grant funding from USTDA can be used for feasibility studies, technical assistance, or pilot projects to structure bankable and sustainable infrastructure projects.
Eligibility Criteria
USTDA accepts proposals to support infrastructure projects in developing and middle-income countries in the Indo-Pacific region, including the following IPEF member countries:
Fiji
India
Indonesia
Malaysia
Philippines
Thailand
Vietnam
Please direct any country eligibility questions to USTDA prior to submitting an initial proposal.
Teams comprised of qualifying U.S. businesses and eligible project sponsors from the public or private sectors in IPEF member countries may submit proposals.
Eligible project sponsors may also submit proposals, provided the sponsor intends to engage a U.S. business for the project preparation, but has not yet selected a business partner. If selected for funding, USTDA will assist these project sponsors to identify a U.S. business to conduct a mutually agreed scope of work.
